To protect the people, infrastructure, and assets of the United Kingdom through a unified civil defence strategy that incorporates drone technology, surveillance, infrastructure protection, and emergency preparedness — while empowering local authorities and communities to defend themselves in times of crisis.
🛡️ CIVIL DEFENCE DOME STRATEGY
The Velter Civil Defence Dome Network envisions layered protection over key UK regions, starting with:

Gosport Ferry – Sunk between Portsmouth and Gosport to potentially block Naval and passenger ships from leaving or entering Portsmouth Harbour. Recommend Velter 6 guards 2 on ferry 2 Portsmouth Side 2 Gosport Side backed up with Knightingale Drones designed to protect assets. Tug boats and civil boats rapid deployment to ensure harbour channel is not blocked

Fratton Train Station signal box and tracks – Vans and Vehicles high risk. New vehicle boundaries. Knightingale rapid defence

Power Station and substations – High Risk vans and Lorries exclusion zones with Velter Protection

Solent Airport – High risk with little no security from hijacking aircraft or covert attacks by planes with high explosives targeting carrier Ships, passenger ships , Spinnaker Tower, as well as infrastructure -

6 guards per shift every 6 hours 24/7 with New monitoring systems including Knightingale Drones. Back up generators for power loss

Road transport routes into Portsmouth & Gosport to have plate recognition to monitor unusual activity

2000 volunteers mixed with local authority and local government staff trained in Gun and trams training to share patrols and protection

Local authorities to reorganize from Green and non essential activities to defence while UK is in War readiness. Portsmouth. Gosport, Fareham. IOW to merge into one defence pact lead by one councillor. All MPs to come under Suella MP for Fareham

Local marinas to monitor boats with new tracking, able to search vessels leaving and returning

Emergency Services to come under one control ideally with Knightingale Drones to rapidly deploy to access and coordinate emergency services

Executive Summary
Portsmouth Naval Base and Gosport Munitions remain the highest-value non-London targets for hostile actions during a national security threat or war scenario. Immediate multi-layered civil defence and drone-assisted countermeasures are essential to protect critical naval, transport, infrastructure,
and civilian assets in the region.
This civil defence strategy includes: rapid response units, drone integration, transport choke point security, emergency service coordination, and public-military cooperation across Portsmouth, Gosport, Fareham, and Isle of Wight (IOW). The plan is designed to be cost-neutral through reallocation of existing local and national government budgets under wartime footing.
Phase One Deployment – Key Protective Actions
1. Portsmouth Harbour Blockage Contingency

Threat: Gosport Ferry targeted to block harbour access.

Deploy 6 Velter Civil Guards (2 ferry-based, 2 Portsmouth-side, 2 Gosport-side).

Continuous Knightingale Drone overwatch of ferry and harbour choke points.

2. Transport & Infrastructure Defence
