Velter Civil Defence proposes the immediate deployment of 2,000  trained, mixed-skill civil defence personnel across Portsmouth, Gosport, and the wider Solent — forming part of a national 20,000-strong UK Civil Defence capability.

The Solent is a high-value, high-risk environment, including:

• Portsmouth Naval Base – critical Royal Navy infrastructure

• Port of Southampton – major global shipping and cruise hub

• Dense maritime traffic, including commercial, defence, and passenger vessels

• Energy and logistics infrastructure vital to the UK economy

 

Velter Intelligence identifies this region as a primary target outside London for hostile threats,

including terrorism, sabotage, and hybrid warfare.

To protect the people, infrastructure, and assets of the United Kingdom through a unified civil defence strategy that incorporates drone technology, surveillance, infrastructure protection, and emergency preparedness — while empowering local authorities and communities to defend themselves in times of crisis.

🛡️ NATIONAL DEFENCE DOME STRATEGY

The Velter Civil Defence Dome Network envisions layered protection over key UK regions, starting with:

• Portsmouth Naval Base & Gosport Munitions

• London Strategic Infrastructure

• Manchester, Birmingham, Glasgow, Cardiff & Belfast

• Nuclear, energy, and transport assets

• Border and coastal zones

We propose deployable dome-style security zones, monitored by autonomous drones and supported by civil-military integration, which include:

• Surveillance Drones for 24/7 overwatch

• Plate and Facial Recognition Cameras across key roads and hubs

• Infrastructure Defence Units protecting hospitals, power stations, water treatment, and transit systems

• Rapid Response Teams combining drones and trained volunteers

• Velter Harbour and Coastal Monitoring with AI-tracked vessel movement

🛰️ SMART CCTV & COUNTER-TERRORISM GRID

Velter Civil Defence supports the rollout of Velter AI-integrated CCTV systems across UK towns and cities. These systems:

• Reduce crime by early detection of antisocial and violent activity

• Monitor suspicious patterns linked to radicalisation or foreign intelligence

• Use facial recognition and behavioural analytics to prevent terror threats

• Alert local police and civil defence networks in real-time

• Are integrated with Knightingale Drones to dispatch real-time footage to command units

Priority deployment includes transport hubs, shopping centres, schools, hospitals, ports, marinas, and public event spaces.

🚨 LOCAL DEFENCE ZONES & COUNCIL PARTNERSHIPS

Each city and borough is encouraged to form a Local Velter Defence Pact, with:

• Appointed Peacetime and Wartime Civil Defence Officers

• Emergency service unification under a shared command structure

• Shared drone fleets for patrol, disaster response, search & rescue

• Generator and blackout resilience plans for hospitals and shelters

• Public access shelters and rapid alerts for citizens

All towns and cities will receive training programs, templates, and Velter coordination support. 2,000+ Civil Defence Volunteers will be recruited and trained across the UK to support local readiness efforts.

🔒 CYBER DEFENCE & INFORMATION WARFARE

Velter Civil Defence includes:

• Mother AI Cybersecurity and new way of cybersecurity that not only defends but attacks the hackers

• Misdirection Counter-disinformation Units trained to identify and neutralise online attacks

• Protection Against Psychological Warfare such as smear campaigns, planted evidence, or honeytraps against civil or military personnel

All civil servants, police officers, and local government figures will be briefed on digital threats and personal countermeasures.

Velter Civil Defence requires no new funding from the public. All strategies are designed to be implemented using:

• Reprioritised local authority budgets (reduced non-essential spending)

• Defence grants and Ministry of Defence partnerships

• Public-private alliances for drone deployment, CCTV and training
