Velter Cockleshell proposes the establishment of a British-based Cockleshell Sea Mine Centre of Excellence dedicated to the research, development, manufacturing, testing, and deployment of next-generation intelligent subsea defence and autonomous harbour protection systems.
The Centre would combine advanced maritime manufacturing, AI-enabled underwater technologies, synthetic simulation training, and secure subsea communications to strengthen the United Kingdom’s sovereign defence capabilities, protect critical national infrastructure, support NATO interoperability, and position Britain as a global leader in intelligent maritime security and subsea resilience

The Velter Cockleshell Synthetic Simulation & Training Academy could become one of the UK’s first dedicated AI-enabled subsea warfare and harbour protection training environments, combining real-world maritime intelligence, synthetic simulation, autonomous systems testing, and multi-domain operational training into a single sovereign British capability.
